Norman Towers is a 16 story, 406-unit, senior affordable development in East Orange, NJ. L+M acquired the property in July 2020, and both the acquisition and rehabilitation are financed with a Wells Fargo construction loan, tax-exempt bonds issued by NJHMFA, permanent loans from Freddie Mac, and 4% low-income housing tax credits.

The tenant in-place renovation included the rehabilitation of all apartments including updating kitchens and bathrooms, installing new flooring, windows, ceiling fans, and intercoms, as well as providing free community-wide Wi-Fi.  The seniors’ amenity spaces and common areas were upgraded, including the construction of a new media room/movie theater, exercise facility, outdoor picnic/dining area, and dog park. The design incorporates disappearing sliding glass doors to the outdoor patio and garden space, creating a continuation of the community room to outdoors, as well as relocation and modernization of the art room, community rooms, social service and management offices, and community library.

Upgrades were also completed for the elevator cabs, modernization of the laundry rooms and management offices and an expansion of the first floor community room. The scope included extensive accessibility improvements and additions.
